Summary

Declares that it is U.S. policy that if trade, medical, and other assistance and benefits are allocated for the Soviet Union, an equitable amount of such assistance shall be provided to Lithuania, Latvia, and Estonia. Permits such assistance to be provided through the independent governments of Lithuania, Latvia, and Estonia and through private voluntary organizations. Expresses the sense of the Congress that: (1) member nations of, and nations granted observer status to, the Commission on Security and Cooperation in Europe (CSCE) should take steps to implement policies comparable to U.S. policy; and (2) the President should instruct the U.S. representative to the CSCE to raise such issue at appropriate fora.
