Summary
Directs the Federal Communications Commission: (1) to develop and implement a plan for the efficient allocation of telephone numbers; and (2) until it has fully implemented such plan and at the request of a State commission, to delegate its jurisdiction over telephone numbering to permit the State commission to implement measures to conserve telephone numbers.
