Summary
Requires the Council on Environmental Quality to hold public hearings in which all points of view can be expressed prior to any final action or recommendation by such Council to the President. Provides that any recommendations made prior to the enactment of this Act shall be reconsidered and such Council shall hold public hearings and reevaluate its recommendation on the basis of evidence produced at the public hearing.
