Summary
Permits, upon written notice to Congress, funds to be appropriated in excess of $500,000 for the construction, acquisition or alteration of a Veterans' Administration medical facility if within 90 days of such notice neither House adopts a resolution disapproving such construction, acquisition or alteration. Requires the Administrator of Veterans' Affairs to transmit to Congress a prospectus of such project, including a brief description of the facility, the location, and an estimate of maximum cost. Requires transmission to Congress of a similar prospectus for any proposed alteration of a medical facility involving expenditure of between $100,000 and $500,000. Permits appropriation for such project 30 days after submission of a prospectus to the appropriate Congressional committees. (Amends 38 U.S.C. 5001)
