2000 Census Mail Outreach Improvement Act - Directs the Secretary of Commerce to ensure that after the original mailing of the 2000 decennial census questionnaires, a replacement questionnaire is sent either to all households included in the original mailing, or to each household not responding to such mailing, whichever will be more effective in securing the return of a completed questionnaire from the greatest number of households possible.
