Summary
Interim NOAA Improvement Act - Increases to five the number of officers in the National Oceanic and Atmospheric Administration. Authorizes the Secretary of Commerce to establish the rate of compensation for eight new positions within the Administration, to be filled at the discretion of the Secretary. Stipulates that the appointment of such additional officers and employees shall be made without regard to competitive civil service requirements. Amends the Coastal Zone Management Act Amendments of 1976 to substitute an Assistant Administrator for Coastal Zone Management within the Administration for the Associate Administrator.
