Summary

Amends the Foreign Assistance Act of 1961 to repeal the requirement that the President shall assure that no contribution to the United Nations Development Program be used for economic or technical assistance to Cuba, and to repeal prohibitions against assistance to Cuba or countries furnishing aid to Cuba. Declares certain regulations with respect to relations with Cuba to be without force or effect under the Export Administration Regulations, the Cuban Asset Control Regulations, the Department of State Regulation 108-583, and the Commodity Credit Corporation Regulations. Declares Presidential Proclamation Number 3447 to be without force or effect. Repeals certain expressions of the United States with respect to Cuba.
