Noncontiguous Areas Labor-Management Relations Act - Establishes, through the Federal Mediation and Conciliation Service, a program to create or assist regional committees, composed of representatives of labor, management, and the public, which shall provide a permanent forum for consideration of labor relations issues. Creates within the Service a National Center for the Study of Labor-Management Relations in the Noncontiguous Areas.
