Summary
States that the proposed new regulations with respect to the general administration of the public assistance program which were promulgated by the Secretary of Health, Education, and Welfare and published in the Federal Register, shall not be effective for any period which begins prior to December 1, 1973, unless they have been approved by the Committee on Ways and Means of the House of Representatives and the Committee on Finance of the Senate.
