Summary
Presidential Election Debate Act of 1989 - Amends the Internal Revenue Code to require as a condition of eligibility to receive payments from the Presidential Election Campaign Fund that the major party presidential candidates agree to participate in at least three debates, through a nonpartisan nonprofit entity, in September and October preceding the relevant election. Requires a corresponding agreement by the major party vice-presidential candidates, but for a minimum of only one debate.
