Summary

Bill of Rights Procedures Act - Increases the penalties for illegal warrantless searches by employees of Federal, State, or local governments to a fine of up to $10,000, imprisonment up to 1 year, or both. Requires court orders for the interception of all forms of communications by electronic and other devices. Declares that it shall not be unlawful for a person to intercept a wire, oral, or other communication where all parties to the communication have given prior knowing, express, and written permission for such interception. Requires information concerning intercepted wire, oral, and other communications to be reported to the Administrative Office of the United States Courts and to the Senate and House of Representatives. Enumerates reporting requirements in the case of warrants sought authorizing the opening of mail.
