Summary
Amends nondiscrimination provisions of the Rehabilitation Act of 1973 to provide that no otherwise qualified handicapped individual shall, solely by reason of his or her handicap, be excluded from the participation in, be denied the benefits of, or be subjected to discrimination under any program or activity of a recipient of Federal financial assistance for such program or activity or for any other program or activity, or under any program or activity of any executive branch agency or of the U.S. Postal Service.
