Authorizes the Secretary of Transportation to issue a specified final rule on drug use and alcohol control for recipients of Federal mass transit assistance. Prohibits States or local governments from adopting laws inconsistent with regulations under this Act, except that such regulations shall not preempt State criminal laws applicable to mass transportation employees.
