Provides, under the Federal Aviation Act, for reduced rate transportation on a space available basis for youth (between 12 and 22), elderly people (aged 65 and older), and military personnel who are members of the United States armed services traveling at their own expense, in uniform and while on official leave, furlough, or pass.
