Summary

Directs the Federal Election Commission to specify: (1) a closing time for all polling places on election day for the general election of 1992; and (2) an opening time for all polling places which may be the day before said polling places close. Requires that the closing time shall apply uniformly to all polling places in the continental United States and shall be stated in eastern standard time. Requires Alaska and Hawaii to conduct such election on the day(s) specified but grants the States discretion on opening and closing times.
