Summary
Amends the Communications Act of 1934 to include Hawaii within the definition of "Continental United States. Provides that the authority of any carrier to provide any service or operate any facilities which it is authorized to provide or operate on the date of enactment of this Act shall not be altered solely by the inclusion of Hawaii within the definition of "Continental United States", nor shall such inclusion restrict or impair any carrier's eligibility for new or additional authority.
