Amends the Federal Reserve Act to direct the Chairman of the Board of Governors of the Federal Reserve System to report to Congress each instance where specified officials and employees of the Federal Reserve System have communicated with any official or employee of any institution subject to the regulatory authority of the Federal Reserve System to influence legislative actions affecting the Federal Reserve System.
