Summary

Modifies the Galveston Channel, Texas, navigation project to provide that non-Federal interests contribute 25 percent of the costs for disposal sites. Authorizes the Secretary of the Army to waive such non-Federal contribution upon a finding by the Administrator of the Environmental Protection Agency that: (1) the State, political subdivisions, and industrial concerns are participating in an approved plan for waste treatment facilities; and (2) applicable water quality standards are not being violated.
