Summary

Establishes eligibility for educational assistance for children of a veteran with a service-connected permanent disability rated 80 percent or more. Makes the parent or guardian of such children eligible for a special restorative training allowance. Requires any veteran or institution seeking approval for a sales management course to show that at least one-half of the persons who enrolled in it successfully completed their programs of instruction. Requires each State approving agency to notify the Administrator of Veterans' Affairs of any educational institution which has been cited for, terminated because of, or is under investigation for illegal or improper practices, or for unsatisfactory performance or academic standards. Requires approval of correspondence-residence training programs by appropriate nationally recognized accrediting agencies. Provides for readjustment professional educational and vocational counseling.
