National Labor Relations Board Ruling Enforcement Act of 1999 - Amends the National Labor Relations Act to authorize the National Labor Relations Board (NLRB) to award the employees in that unit compensation for the delay in bargaining caused by an unlawful refusal to bargain under certain circumstances.
