Modifies the navigation project for Santa Cruz Harbor, California, to allocate to the United States the total costs of the studies and research with respect to the sand by-passing facility. Authorizes the Secretary of the Army, acting through the Chief of Engineers, to undertake certain dredging in such harbor and to study additional solutions to shoaling and alternative methods for better maintenance, of the channels and turning basins in such harbor.
