Summary

States that any State legislature which rescinds its ratification of an amendment to the Constitution of the United States shall not be considered to have ratified the amendment, if the amendment has not, before the date of the enactment of this Act, been adopted as part of the Constitution, and if any period within which the ratification of the amendment is required by the Congress to be completed has not expired.
