Summary
Directs the Secretary of Transportation to compile and make available to the States information on motor vehicle safety devices (including passive restraint devices). Stipulates that such information shall include statistical data on injuries resulting from accidents and the differences, if any, in the severity of such injuries based on the use or nonuse of such safety devices. Authorizes the Secretary to make incentive grants to the States which utilize such information as part of their procedures in issuing motor vehicle operating permits.
