Summary
Authorizes the Secretary of the Interior or the Secretary of Agriculture to order wild free-roaming horses and burros to be captured and removed under specified circumstances, and to sell or donate excess animals upon written assurance that such animals will receive humane treatment. Directs the Secretary to establish a procedure to give priority to persons seeking excess animals for domestic use.
