A bill to empower the Federal Power Commission to prescribe and enforce quality control standards with respect to the manufacture and testing of electrical equipment for sale in interstate commerce to public utilities, and for other purposes.

Summary

Directs the Federal Power Commission to: (1) promulgate standards with which manufacturers shall comply for the manufacturing and testing of electrical equipment to be sold in interstate commerce and used by public utilities in the generation, transmission, or distribution of electricity to consumers; (2) hold a hearing upon receipt of evidence that a manufacturer is in noncompliance with said standards; (3) issue an order containing notice of a finding of noncompliance to any manufacturer found to be in violation of any standards prescribed in this Act; and (4) submit an annual report to the President on the administration of this Act. Requires manufacturers to comply with the promulgated standards. Prohibits their employees from delivering or selling any equipment after receipt of notice of noncompliance from the Commission. Provides for civil penalties equal to the greater of $10,000 or three times the purchase price of the noncomplying equipment and criminal penalties of a $100,000 fine or one-year imprisonment, or both, for violations of this Act.
