Wild and Scenic Rivers Congressional Involvement Act of 2003 - Amends the Wild and Scenic Rivers Act to revise the process of including rivers designated as wild, scenic, or recreational by States in the national wild and scenic rivers system to require authorization for their inclusion by Act of Congress.
