Summary

Amends Title XVI (Supplemental Security Income for the Aged, Blind, and Disabled) of the Social Security Act to eliminate the requirement that payments for an individual receiving medical treatment in long-term care institutions under the Supplementary Security Income Program be reduced when such institutions do not meet the State standards established under such program. Delays for nine months the effective date of provisions under Title XVI requiring the States to establish, maintain, and insure the enforcement of standards for health care institutions covered by such title.
