Summary
Sly Park Unit Conveyance Act - Directs the Secretary of the Interior to convey the Sly Park Dam and Reservoir, Camp Creek Diversion Dam and Tunnel, and conduits and canals held by the United States pursuant to the authorization of the American River Basin Development, California (the Project) to the El Dorado Irrigation District of Placerville, El Dorado County, California, in consideration of the District accepting the Government's obligations for the Project and subject to the payment by the District of the net present value of the remaining repayment obligation. Subjects such transfer to a reversion in favor of the United States if the remaining repayment obligations to the United States are not completed. Requires: (1) the full cost of administrative action and environmental compliance for the conveyance to be borne by the Secretary if he or she fails to complete the conveyance before the prescribed deadline; and (2) one-half of such cost be paid by the District if the Secretary completes the conveyance before that deadline. Permits the District, at any time, to elect to prepay its remaining repayment obligations. Exempts the Project from application of the Reclamation Act of 1902 upon such conveyance, except that the District is required to continue to make payments into the Central Valley Project Restoration Fund until 2029. Calculates the District's obligation in the same manner as Central Valley Project water contractors.
