A bill to amend the Federal Food, Drug and Cosmetic Act.

Summary

Amends the Federal Food, Drug, and Cosmetic Act to exclude from the definition of "food additive", and to include in the definition of "adulterated food", environmental contaminants in raw or processed fish or shellfish, when such contamination is due directly or indirectly to agricultural, industrial, or other activities, and not to deliberate use in the production, processing, treatment, packaging, holding, or transportation of such fish or shellfish. Directs the Secretary of Health, Education, and Welfare to promulgate regulations establishing tolerance levels for unavoidable environmental contaminants in such fish or shellfish. Specifies factors in the determination of such tolerance levels.
