Sets forth a mandatory ten-year prison term for any person who: (1) commits burglary, aggravated assault, rape, or second degree murder within the special jurisdiction of the United States, or bank robbery; and (2) has previously been convicted of any of such violation or certain narcotic offenses or of committing a felony while using or carrying a firearm, dangerious weapon or destructive device.
