Summary

Amends the Trade Act of 1974 to provide that the extension of the waiver of emigration requirements with respect to the granting of nondiscriminatory treatment (most-favored-nation treatment) to the People's Republic of China shall not be effective unless the President certifies to the Congress that China has: (1) become a party to the Treaty on the Non-Proliferation of Nuclear Weapons; (2) adopted the principles of the Missile Technology Control Regime; (3) ceased exports of goods which are the product of forced labor; (4) released all political prisoners; (5) begun negotiations with the Dalai Lama that lead to a peaceful resolution of the Tibet conflict; (6) ceased providing support for the Khmer Rouge; and (7) recognized international standards of human rights.
