Summary
Advanced Technology and Emergency Assistance Act of 1989 - Amends the Rural Electrification Act of 1936 to target Rural Electrification Administration investments toward business and community development and telecommunications and infrastructure improvements. Amends the Consolidated Farm and Rural Development Act to make nonprofit private corporations eligible for rural development grants. Directs the Secretary of Agriculture to make grants to States, local and regional entities, and community development corporations for rural technology assistance, including the use of telecommunications and computers. Authorizes appropriations. Directs the Secretary to establish a rural emergency assistance loan program. Limits loans to $50,000 with a maximum two-year term. Authorizes appropriations. Directs the Secretary to establish a rural hospital and health care facility loan restructuring program modeled after the delinquent farm loan program.
