Summary

Rural Monitoring and Assistance Act of 1989 - Amends the Rural Development Act of 1972 to direct the Secretary of Agriculture to: (1) study and evaluate the needs of economically distressed rural counties; and (2) report annually to the appropriate congressional committees in each of FY 1990 through 1993 on the evaluation of county needs for rural development assistance. Authorizes appropriations. Directs the Secretary to prepare and submit to the appropriate congressional committees a report regarding coordination improvements in various Federal rural development activities.
