Authorizes the Secretaries of Housing and Urban Development, of Veterans Affairs, and of Agriculture to tranfer, upon request, without payment to a State or local government, or a qualified community organization or designated public agency, certain real property to which the appropriate Secretary holds title that has been vacant for at least seven years.
