Summary
Child Support Penalty Fairness Act - Amends title IV Part D (Child Support and Establishment of Paternity) of the Social Security Act to prohibit the Secretary of Health and Human Services from disapproving a State plan for child and spousal support for noncompliance with Federal requirements for State disbursement unit operations as long as the State is receiving a penalty for noncompliance with Federal requirements for an automated data processing and information retrieval system.
