A bill to amend the Intergovernmental Personnel Act of 1970 as amended.

Summary

Amends the Intergovernmental Personnel Act of 1970 to repeal specified provisions which: (1) establish an advisory council on intergovernmental personnel policy; (2) authorize the Office of Personnel Management to make grants to State and local governments for the development of personnel administration systems based on merit principles, for employee training, and for Government Service Fellowships; and (3) authorize or direct the Office to provide other types of personnel administration assistance to such governments. Amends the policy of such Act to place responsibility on the State and local governments for developing a high caliber State and local public service based on merit principles. Abolishes all statutory merit personnel requirements established as a condition of the receipt of Federal grants-in-aid by State and local governments.
