Summary
Chile Fast Track Act of 1999 - Authorizes the President to enter into an agreement with Chile that provides for: (1) the accession of Chile to the North American Free Trade Agreement; or (2) the reduction and elimination of tariffs and other nontariff barriers to trade and the eventual establishment of a free trade area between it and the United States. Authorizes the inclusion of trade-related labor and environmental protection standards in any bills submitted to Congress implementing such agreements. Amends the Trade Act of 1974 to apply fast-track procedures to implementing bills for agreements entered under this Act.
