Summary
High Plains Study Council Act of 1983 - Authorizes the Secretary of Commerce to continue to cooperate with the States of Colorado, Kansas, Nebraska, New Mexico, Oklahoma, and Texas in the implementation of the recommendation of the High Plains Study Council concerning the depleting water resources of such States. Requires appropriate officials of the participating States to enter into a cost- sharing agreement with the Secretary before conducting such cooperative studies. Requires the Secretary to prepare and transmit annual reports with any recommendations, to Congress on the activities under this Act. Authorizes appropriations.
