Summary
Amends Federal civil service law to prohibit senior politically appointed officers from receiving incentive awards during a presidential election period (the period beginning on June 1 in the calendar year in which the popular election occurs and ending on January 20 following the date of the election). Defines a "senior politically appointed officer" as any officer who serves in: (1) a Senior Executive Service position and is not a career appointee; or (2) one of certain confidential or policy-determining positions. Bars cash awards to Executive Schedule officers.
