Summary
Amends Federal law to authorize the Secretary of Agriculture to prohibit intrastate movement of livestock and poultry, meat products, and animal carcasses in order to prevent or eradicate communicable animal diseases. States that the Secretary may take such action only after: (1) determining that measures taken by a State are inadequate; and (2) notifying the Governor and publishing a statement in the Federal Register.
