Summary
Increases from seven to nine the authorized number of judges serving on the Court of Appeals for Veterans Claims beginning on the date of enactment of this Act until August 15, 2005, in order to facilitate the staggered terms of such judges. Repeals: (1) the requirement for written notice of the acceptance of reappointment as a condition to retirement from such Court; and (2) provisions of the Veterans' Judicial Review Act mandating a notice of disagreement as a requirement for Court jurisdiction.
