Summary

Electronic Freedom of Information Improvement Act of 1995 - Amends the Freedom of Information Act (FOIA) to require, among other things: (1) agency publication via computer telecommunications or other electronic means of all Federal Register information required to be published; (2) such information to include specified information on withholding statutes; (3) public access via electronic means to agency materials previously available only through inspection and copying; (4) such materials to include specified information on major information systems; (5) requesters to receive records in the form or format in which they are maintained; (6) responsive requesting agencies to receive a percentage of the fees collected from FOIA requests to offset compliance costs; (7) Government payment of requestor expenses when agencies fail to timely comply with the request; (8) first-in, first-out processing of requests; and (9) deletions to be indicated on the released portion of the record at the place where they were made. Defines "record" and "search" to include, respectively, machine-readable materials and an automated review of agency records for locate purposes.
