Summary
Establishes the Channel Islands National Park in the State of California, and includes in such park San Miguel and Prince Island, Santa Rosa, Santa Cruz, Anacapa, and Santa Barbara Islands and surrounding lands and waters. Abolishes the Channel Islands National Monument. Sets forth methods for the acquisition of land for such park, and authorizes the retention of use and occupancy rights by owners of private property acquired for such park. Directs the Secretary of the Interior, in cooperation with the State of California and Federal and private entities, to develop a natural resources study report, including an inventory of all species in such park and recommendations for the protection of marine resources therein. Directs the Secretary to enter into cooperative agreements with the State of California for the enforcement of Federal and State laws and regulations on lands and waters within and adjacent to such park owned by the State of California. Directs the Secretary, in cooperation with the Nature Conservancy of the State of California, to submit a comprehensive general management plan for such park to the House Committee on Interior and Insular Affairs and the Senate Committee on Energy and Natural Resources, including alternative considerations for the design and operation of a public transportation system connecting such park with the mainland. Requires the head of any Federal agency having jurisdiction over a proposed Federal or federally-assisted project located within or adjacent to or related to such park and having permit or license authority with respect to such projects to afford the Secretary a reasonable opportunity to comment on such projects and to give such comments due consideration. Directs the Secretary to make recommendations as to the suitability of any area within such park for designation as wilderness. Transfers all funds authorized to be appropriated for the Channel Islands National Monument to such park, and authorizes additional appropriations to carry out the purposes of this Act.
