Summary
Rural Access to Emergency Services Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to: (1) cost-based critical access hospital ambulance services; (2) appropriate coverage of rural ground ambulance services; and (3) payments to retain emergency and other capacity for ambulances in rural areas. Amends SSA title XI to provide for expanding the work of Medicare quality improvement organizations to include ambulance providers. Amends the Communications Act of 1934 with respect to including ambulance providers in the definition of health care provider for purposes of the Universal Service Fund. Directs the Secretary of Health and Human Services to award grants to States to encourage them to make improvements to their emergency medical services systems.
