Summary

Directs the Secretary of Education to permit the leasing of certain lands by Eastern New Mexico University (ENMU) to Roswell, Chaves County, New Mexico. Declares that the use of such leased lands for any educational or training purpose shall be considered in compliance with the governing deeds' terms for a 30-year educational use requirement and the earning of the public benefit allowance by ENMU. Directs the Secretary to issue such modifications to the deeds as may be required. Directs the Secretary, if requested by ENMU, to consent to a sale of such lands to Roswell if ENMU pays a certain amount to the United States.
