A bill to provide for a gradual and concurrent increase in the rate of pay and decrease in honoraria for Members of Congress, and for other purposes.

Summary

Increases the rate of pay of Senators, Members of the House of Representatives, the Resident Commissioner from Puerto Rico, the Speaker of the House of Representatives, the President pro tempore of the Senate, the majority and minority leaders of the Senate and the House, the Comptroller General, the Assistant Comptroller General, the General Counsel of the General Accounting Office, the Librarian of Congress, the Public Printer, the Architect of the Capitol, the Deputy Librarian of Congress, the Deputy Public Printer, and the Assistant Architect of the Capitol by ten percent on January 1st of each year from 1990 through 1993. Amends the Supplemental Appropriations Act, 1983 to: (1) incrementally reduce by ten percent per year the maximum percentage of aggregate salary a Member of Congress can accept as honoraria; and (2) prohibit a Member of Congress from accepting honoraria on and after January 1, 1993.
