Earthquake Insurance Availability Act of 1995 - Amends the Federal Home Loan Mortgage Corporation Act to authorize the Federal Home Loan Mortgage Corporation to impose earthquake insurance requirements targeted to a specific State or area if, and only if, the State insurance commissioner certifies the existence of reasonable insurance capacity in the State.
