Summary
Amends the Federal criminal code to require that any individual seeking a Federal license to deal in firearms comply with State and local firearms licensing laws and submit a written statement signed by the chief of police of the locality or county sheriff certifying that the information available to the signer of the statement does not indicate the applicant is ineligible to obtain such a license under the law of such State and locality.
