Municipal Securities Disclosure Act of 1995 - Amends the Securities Exchange Act of 1934 and the Securities Act of 1933 to authorize the Securities and Exchange Commission (SEC) to add municipal securities to the classes of securities exempted from the Act's disclosure requirements if it finds that enforcement is not necessary in the public interest and for the protection of investors (thus granting the SEC authority to require greater disclosure by municipalities that issue securities).
