Summary

Authorizes the Secretary of Transportation to carry out a highway project to construct a tunnel on the Federal-aid urban system to replace the 17th Street Causeway Bridge in Fort Lauderdale, Florida, to demonstrate the safety and economic benefits of providing all-weather highway access. Authorizes appropriations. Specifies that the Federal share of the cost of the project shall be 50 percent, that such funds shall remain available until expended, and that funds authorized under this Act shall not be subject to any obligation limitation.
